I think it does have a top door - I can just see a clip. The 2 tier version had a top door so I expect so. Yes the top tier is like the Barney cage. The middle and bottom tiers have big front opening doors

I don't the ladders would be so steep once there is substrate in there, and they could lead to a shelf or top of a house eg.
