4 weeks is very young age for a hamster so it is entirely normal that this is happening. take the taming really slowly and maybe don't start by interacting straight away. I like to just speak and walk past my hamster's cage every now and again to try and get them used to you. i've never tried this myself as I am terrible at singing but I've heard its worked in the past, try doing lots of singing around the cage too. IF all else fails just wait until the hamster is a bit older (at least 6 weeks) to start the taming process
