I really don't think a ball is safe to transport a hamster anywhere & being confined in a ball at the vets & while travelling would probably be very stressful.
If you really can't get a proper carrier (if you have any pet shops near you they would most likely have something) then a strong cardboard box or even a box inside another box (in case of chewing) with some substrate & air holes punched in the top might be ok.
