Hamsters generally do best in room temperature (around 18-22C), but will tolerate 16-25C before action really needs to be taken to keep them warm/cool enough. Between those temps they're generally good at keeping themselves comfortable.

Ensure that you do give plenty of nesting material and keep the cage away from draughts. If your hamster isn't interested in nibbling cloth laying outside the cage, or you're using a tank-style cage, you can even use blankets to help insulate it, but make sure there's enough air flow (and that you check the blankets regularly for any sign of nibbling). If necessary, and you can't turn central heating on just yet, you can get a small portable heater just for the room the hamster is in.
