Paper substrates may get tangled but they're pretty easy to get out by hand,just stay on top of grooming and don't worry too much about changing substrate since it isn't necessary.Any pellet would be inappropriate for substrate in the entire cage,as it doesn't allow burrowing(a completely natural behavior that is quite enriching and important,however Carefresh and paper style substrate allow burrowing just fine).
Kaytee Clean and Cozy(plain white unscented)could work better though.It's definitely more cost effective than Carefresh if nothing else,and is generally a lot less dusty!
