I went with kitchen roll tubes and didn't bury them. Milo (now Benjen) uses them as a super-tunnel from one end of the tank (where his house is) to the end where his food is.
He doesn't sleep in them though and if he pees in them I can just replace them.
He is beginning to scurry around a bit around the tank so he is definitely getting more brave.
