What species of dwarf do you have? It is about 500 sq in, so yes, it does technically meet the minimum requirements. However, I always recommend bigger if you can. Ideally 600 sq in or larger. Smaller and shyer species like a Chinese hamster or robo, might do better in a smaller space, but WW's, Campbells, and hybrids generally appreciate a bit more space in my experience
The zoo zone 2 isn't all that expensive, and would leave room for more toys and bedding if you could get hold of that
To summarize, it's suitable, but definitely pretty small. Go bigger if it's possible!
