I would say that cage is too high for a dwarf hamster. They're not very good at getting down if they climb so tend to just throw themselves off which would be dangerous for a little ham
Little friends also do the grosvenor cage which is a much better height for a dwarf, you can find it on amazon.

Another nice cage is the Hamster heaver

You could also have a look on zooplus as they have some nice cages there too.
