Many breeders advise against wheels when hamsters are young, I personally have never seen any real reason why, but have respected their advice as most have been in the hobby much longer than I. However, I personally see no issue with the wheel, and if he seems to be very obsessive then it's worth a try. Although part of me thinks it's likely a mix of him still settling and what I call "young age syndrome" in which hams are little devils! Do you bowl or scatter feed? If you bowl feed, try scattering and see if that helps to keep him busy
That toy is safe, but as mentioned above, it's quite large! The toy SKB linked would work wonderfully. Good luck with little Q
