The wodent wheel would have to be attached to the roof of the cage, I've never done it but I think you can just fix it with cable ties.
I've never had a problem with wooden wheels needing much in the way of sanding, you do need to check there are no rough bits anywhere just by running your finger over the whole surface & you'll feel if it's all smooth or not, wooden wheels do need painting with Plastikote water based enamel paint & any rough bits that may be there are easy to see once the first coat is on so maybe a minimal amount of sanding before putting the second coat on.
