Most people just don't know how bad they are,mostly because they're unfortunately popular(which doesn't make them at all safe,not even to be slept in as keeping anything with harmful ingredients in the cage is just not worth the risk when there are so many other perfectly suitable hideout options).Plus,safer hideouts can even be less expensive!

Substrate doesn't necessarily need to be kept perfectly clean all the time.A lot of people overclean cages,and that is never a good thing.When you clean too often,you end up never having beneficial bacteria in the cage which means your hamster will never have a truly healthy immune system.Partial cleanings on a rare occasion(never with chemical cleaners,as these aren't safe even if they claim to be pet safe,but some homemade cleaners or very high quality with only safe ingredients cleaners can work although they should only be used in the event of a serious contagious illness rather than being used on a normal basis)are fine.

Keep in mind that the larger the cage and the deeper the substrate,the longer it ultimately lasts(some will debate this,but it's very accurate!).
