Some hamsters are lactose intolerant but in my experience they are few and far between.
I will always try mine with something with a drop of milk in it to see how they respond as I feel milk is a valuable addition especially for young animals. If they are OK I might then offer yogurt or cheese and if they are OK with that I am sure they are not lactose intolerant and will feed them small amounts of dairy. None of the 20 hamsters we have currently have any issues and all get milky treats on occasion. It sounds like your boy is OK if he has already been fine with milk. I would soak my weetabix in water with about 2 teaspoons of milk added till mushy!
