It would be a good idea to move him because right now leaving him in a small cage and then upgrading him next would stress him out twice. If you place him in a larger cage before he's gotten used to his surroundings in the small cage he would only get stressed once.
If the larger cage isn't ready yet, I would at least add 2-3 inches of bedding.
Bar chewing might be because of the wheel. Is the wheel large enough (8+ inches) and does it spin easily?
