Hanging chews isn't going to make a hamster climb the ceiling,they'll do that regardless(almost always when a cage is far too small).
I'd just upgrade him right away rather than wait.It'll do much more good than harm,and your hamster would need to settle in anyways.
With Syrians you want really deep substrate(12 inches or more)which is sadly just not possible in the overwhelming majority of cages.You could make a directly connected bin system with deep enough substrate which would help quite a bit along with having a 12 inch Silent Runner and lots of enrichment(especially for foraging,whether it be hiding seeds and such in toys or just burying food in the substrate).
The good parts of bin systems is that they can be expanded through even more direct attachments but are not hard to move and take apart,plus they're a lot lighter than any glass tank even near a square meter(which is surprisingly easy with bins to get,with multiple directly connected bins of course).
