Cork is safe in it's natural state, I have no idea if bottle stopper corks are treated with anything that might make them unsafe though or if they're just compressed cork.
Cork bark is safe to chew on a bit but you wouldn't want her actually eating it really so you would probably need to keep a close eye on anything you made.
