This depends on the litter.If it is clay based,it isn't a safe litter and should never be used(as the majority of pet store litters are in fact clay based or something similar,but indigestible no matter what).However,a hamster safe sand(sterilized play sand of a high quality or high quality chinchilla sand,but nothing else especially not anything from the outdoors)could be safely used or alternatively or even additionally if you wanted high quality paper pellet cat litter could work as well in small amounts as litter only(it would make terrible substrate as it could never be burrowed in,even though you'll see it being used sometimes despite being incredibly inappropriate to the natural burrowing behavior of hamsters).Yesterday's News cat litter for example would be perfect for paper pellet cat litter!

Not all hamsters will use a litter tray of some sort(or sand bath etc),but some do.It is worth trying at the very least,plus it never hurts to have a safe sand bath(these do usually get urinated in anyways).
