Sounds like you and Marley are making great progress for only having him a week. I would recommend doing the tissue trick to help him get used to your scent - this involves putting some white unscented tissues up your sleeve for a while so they can get your scent over them. Then tear them into strips and place them in your Marley's cage - he will probably take the tissue to his nest - therefore he will start to find comfort with your scent.
Taming sometimes can be a slow process as each hamster has their own pace and it's best not to rush them. I would continue to repeat the steps you mentioned in your post until he is fully comfortable with being in your hand.
Does he have a sand bath? I remember that my Russian dwarf hamsters used to love rolling around in their sand baths.
