I would definitely call the SPCA if you feel the conditions are poor, but remember, they'll generally have to be REALLY bad for the SPCA to step in and help with hamsters (which for some unbelievable reason they consider less important than large animals) It's definitely possible she's pregnant, so I would treat her as though she is! If, after about 20-24 days (it's longer for, sometimes even up to 30 days) she hasn't birthed yet, then I'd begin to relax. It's good you've taken her out of their care, make sure to share some pictures of her!
