If you mean fluffy bedding you shouldn't be using it at all as it is very dangerous for hamsters, it can get tangled around their feet cutting of circulation & if swallowed cause dangerous blockages.
The only thing you should use for nests is shredded plain white toilet tissue.
If you mean substrate where are you & what are you using?
