It's all based on preference
A bowl under a bottle can help keep substrate dry though,as many bottles unfortunately start leaking right away or with time as they grow old.
A shallow resin reptile bowl would be an excellent option, since it would not only provide a water source but depending on the design it could also aid in keeping claws trim. However if you can't find a design that will help keep nails trim it isn't bad,as it mainly just needs to be a good water source.Standard hamster bowls designed to hold food aren't a very good idea unless you somehow find an extremely shallow one,and unfortunately most are 2-3 inches deep which is not good
Other than a bowl under a bottle, the best option would be putting a bowl on a secure shelf that has edges to prevent substrate getting inside.
Providing both at least to begin with is a good idea,as not all hamsters take well to bowls.
