A 10 gallon tank would be very small for any hamster,and would only be very good as a transition to a larger enclosure for a robo or Chinese.

Pairs in general are a bad idea anyways,no matter how much you prepare or whatever steps you take to make territorial and fighting behavior not happen.It isn't natural,it isn't safe,and it could even be considered cruel due to the very serious negative impact on the mental and physical health of hamsters.

A 20 gallon long could work though for just one Chinese,so if you can get a pair of 20 gallon longs or already have a tank of that size and can buy another one(or any variation of buying and using ones you already have)then that would be a possible option.
