It is possible that he is sleepy but it does sound to be more of a problem than that. If it is torpor then he needs to be warmed up but gently. If you can get him onto your chest with cover over him, then your body warmth will be best. I can't tell if torpor is the problem. He is only a few weeks off his second birthday so he is an elderly ham now. Once he revives, then try and give him some soft food as he has not eaten for a day. Do you have any porridge oats? If you soften a level teaspoon with water and microwave for a few seconds, once it has cooled to being warm not hot, then he might eat that from the spoon while you hold it.
The ideal indoor temperature is 18-25C
