Oreo used to have Back 2 Nature from Pets At Home. It's a paper based litter for small animals. Never had any allergy problems, but it's not the most comfortable to sit on. Absorbency is ok but you'd need to change the little tray regularly.
If you get a 30L bag, it's much cheaper on Amazon, but that would last years with a hamster. I went through one every month with weekly guinea pig cage cleans.
