10 imperial gallons is equivalent to about 45 litres (I think) which can be adequate for some hamsters depending on their needs.
Whilst the general consensus seems to be that hamsters will need larger than this to be happy, I have come across hamsters that seem happier in cages of this size and have struggled to settle in anything larger. Two of my own Chinese have had to be downgraded after having difficulty settling in larger cages but yet I've had one that needed a larger cage and unfortunately there's no way of saying what your hamster will prefer until you've got to know them a little bit.
