Even if something like a tank or Duna is used,there is still going to be a risk.Cats are extremely intelligent and will find a way into anything,with some cats being capable of opening doors and other things people would assume are impossible.
The only safe way of preventing cats from getting to hamsters is having a safety routine and making it impossible for cats to get into the room with the hamster cage in the first place.Other than that,nothing is ever 100% cat proof.
