That really depends on the dwarf, some will love the space if it's set up well but it is high so you have to take care they can't climb & fall, Russian hams are very good at climbing up but have absolutely no idea how to get down so they tend to just let go!
If the ham is nervous then I would say begin with something smaller, your ham would feel more secure & it will make interaction a lot easier in the beginning.
