I think the substrate was mentioned in another thread?
I would suggest filling the base to the brim then it should be about deep enough.

I'd agree he doesn't look as though his back is really arched in that photo but then neither does he look completely stretched out the way they are running full pelt which is when the back would arch when the wheel is too small.
