He may be too busy exploring to notice their scent. You would need to keep the dog and cat somewhere else so they don't chase or bark at the hamster as this will scare him.
Jumping off the bed could cause injury. A dry bath or playpen it a good way to let your hamster have another area to explore. If he is tame and easy to handle he could play on the bed, with tubes, wheel etc, but you need to supervise and be ready to get him before he jumps off.
