Another factor is that dwarfs are not normally just put together to breed. It is more usual to introduce them and bond the pair then leave them together once settled when they will mate when they are good and ready and you can remove the male when the female is obviously pregnant.
It is also not the breeding season yet and some hamsters simple don't like the partner you have planned for them. This needs assessed when you introduce them. Most people start by keeping the pair in a small cage right by their bed and so they are supervised at all times then once they seem to accept each other you can then move them to a larger breeding cage again supervising them over the move time.
Are you sure these are healthy and good breeding stock. We have seen a lot of pet shop hamsters with severe genetic problems like diabetes and glaucoma recently and you need to be sure this pair is not going to have affected pups before pairing them.
