The house on the shelf could do to be removed as the entrance holes are a bit small for a syrian hamster - especially when they start to grow and could get stuck, but the shelf is fine without the house. I have a large flat topped wood house in our hamster's cage instead of a shelf (the roof acts as a shelf).
