Take your time, three weeks is no time at all. Waking a hamster isn't really the best indea, really you need to work around them ass much as possible. Rather than actually waking him, try doing something in his cage at the same time every day such as leaving fresh veg, changing food/water, and do it sufficiently noisily that it wakes him him up, it doesn't take long for them to get into the routine and start interacting with you. They really are very nosy creatures! I started a new playtime routine just over a week ago, they both get out of cage time around 8pm one at a time. Whoever is up first gets to come out first. I think it took them three days to adopt the routine and now pretty much bang on 8 each evening they're waiting by the cage doors, even Nibble who would never come out of his house without a food incentive being offered.
