LOL , not really funny but I would have handled the whole situation a bit differently myself, but I'm me. I would have gone out with a camera and a plastic bag. I would have went to him and said"Oh my do you have a baggie to clean up your dogs droppings? Here, I have and extra bag as I too have a dog and know how we sometimes forget to bring a bag to follow the laws. Would you like me to hold your dog while you clean up?"
Not many would be able to refuse the bag and not pick up after their dog and in this mans case would most likely avoid your area if he did choose to refuse to stoop and scoop. Being and older person it also makes me wonder if it pains him to bend to pick up a poop pile.
However now all you can do is report him to the proper authorities to prevent more dirty walk ways, or just except he will continue to do what he is doing.
