I'm never totally sure about the dimensions of these 10 gallon or other gallon tanks but I think it would be too small for any dwarf ham tbh.
All the dwarf species are very active & fast, robos are the fastest but all the others are pretty speedy too, so they do need lots of space, not too much open space so plenty of toys & hideouts but don't be fooled into thinking that a smaller hamster needs a smaller cage.
Moving from one tank to another could be quite stressful for a little ham, some would be more stressed than others but you won't know that until you have one.
You will need to keep the dogs well away from your ham, preferably keep the ham in a room where the door can be shut to keep the dogs out, even the smell of dogs can be extremely stressful for a hamster.
If you haven't had a dwarf before you would probably find a russian easiest to handle, are you thinking of going to a breeder or a pet shop? If it's a shop then a russian would be a hybrid, neither WW or Campbells.
Chinese hams are adorable but can be very timid to begin with & harder to tame if you don't have much experience with dwarfs. They are faster than the russians, love to dig & climb so do need an environment that gives them the opportunity to do that.
As you mentioned robos are super speedy & probably not ideal as a first dwarf ham, they do tend to be less hands on than the others though so if that's what you want it could be suitable, you will have to hand tame all the same for health checks etc.
