A hamster is usually fully grown by about 6 months as far as I know so yours could be a year old but I wouldn't expect to see age related problems at a year.
I'm sure there could be various causes for the hair loss & already having diabetes complicates things, I'm really no expert but the first thing that comes to mind with hair loss & lethargy is the possibility of Cushings disease, I really hope that's not the case but only a vet can really tell you.
