The SPCA might be your best option. I was looking on their website yesterday and the only hamsters they have in just now are a pair of Russian hybrids who live together! Nearly all the hamsters they have had on their website got rehomed. Just recently they had a few Syrians, a robo and a couple of Chinese hamsters. They seem to be gone now. Taking on a hamster suddenly for some people can be a rash decision and they may not be able to commit to them fully, but anyone actually going to the SPCA centre will be going because they want to rehome the hamster, so I feel this may be the better choice if your friends cousin is undecided? x
