Not really - it is more instinctive I think. Add a teaspoon of budgie seed to you hand and let him hoover it up again. Put it back in his dish if he doesn't take it. As long as he is staying on the hand he must feel reasonably comfortable.
Our very tame old winter whites still did it all their lives so it's just something they do I think!
