How big is the cage and wheel?
Have you tried covering the bars or using vinegar/lemon juice on them?
There are probably more ideas but I can't remember them anymore - we sorted our two bar chewers
If all else fails, use 6mm square mesh to remesh any mesh - hams can't chew it. Or buy a tank and use 6mm square mesh for the lid.
