hmm, well i'm not sure i've never had a litter before, i assume not if it was very shallow. There are ways of attaching a water bottle to a bin cage.
And makking sure the bin has a floor space of around 80x50cm, a wee bit smaller would be okay as well but i'd say no smaller than 75x40cm.
