Does it definitely move freely on the axle? Winter whites aren't very strong and he might have tried it while you weren't looking and struggled.
My ww's don't really like the wheels that came with their cages - I don't think they are easy enough for them to turn so I've bought them silent spinners for their birthday - hopefully they'll like them more.
