Fluffy bedding is dangerous because a hamster can get entangled in it and cause injury to itself or suffocate. There have been reports of broken and injured limbs and such. Ingesting it is unhealthy as well.

Hamsters do like the toilet rolls a lot if they can fit into them easily. For example, my robos love them. My chubby winter white fits but barely, and so she's not as interested.
