With Syrians, many won't burrow unless they have 12+ inches of substrate. Some substrates aren't suited to burrowing either so it'll depend on the substrate as well, sorry if you've mentioned that in another thread at some point but it is good to consider just in case!

My Syrian doesn't burrow and never has. He likes heights and sits on degus shelves, has done ever since he was a baby. I wouldn't worry because they are all different in their habits, likes and dislikes.

My Buddy does not dig.
I used Chipsi Super up until last night when I switched to Kaytee Clean & Cozy.
I have put about 12 inches of Kaytedd Clean & Cozy in his cage.
I will see if that one might make him want to dig.
I have the feeling the Chipsi Super was to fine to hold tunnels.
Would be nice to see him digging

Polo only digs a little, more like being a bulldozer pushing her substrate around rather than actually making tunnels, I have made her a massive sand pit in her cage though and she loves that, so I think they are all different you just have to work out what your hammy enjoys

Some Syrian hamsters are real diggers, some aren’t. Some are very lazy ha ha. Also if you give them a house that mimics an underground burrow they have no need to dig (and it works better). Most of them do like messing about with the substrate at some point though. Building mountains with it, piling it up against their house in winter to insulate it etc. So they do enjoy a good depth of substrate even if they don’t dig.

I did a bit of an experiment with our first Syrian (accidentally) who has a real lazy boy and never did any digging. I changed his house to a smaller one (long story). As it wasn’t big enough and dark enough he chose to dig a burrow instead with a tunnel that opened up into the house (which became a kind of porch). It was a stinky mess and he wasn’t happy. So put a big house in and he loves that and didn’t dig any more.
