Hello!
Bathing in the sand is something that kicks in by instinct. It's usually the dwarfs that love bathing in the sand, whereas syrians just prefer them as toilet. Hamsters in any case tend to groom themselves often, much like a cat would. So as long as you see that s/he is grooming themselves, don't worry about it. And of course, if you have a long haired syrian, you have to help out grooming the skirt.
While on the same note, as long their fur is smooth and has a shine to it, they're grooming themselves alright. It would be of concern of the fur starts appearing matted and unkempt.

Using the sand as a toilet is perfectly normal, it makes cleaning easier too so don't worry about that.
If you ham needs to use the sand as an actual sand bath then it will, maybe not when you're watching but it's not something you can make them do, just leave the sand there, you can lift out any clumps of wet sand when they pee in it, & let your ham do what it likes basically!

Sand is not a necessary requirement for hamsters but it should always be provided. I have found that them going to the toilet in the sand is very helpful because you can just clean the sand and not have to clean the cage as often

What I did to get Herman to use his sand was I drew him in using a cashew. If you go to my thread called "Herman such a ham" in the "hamster chat" section you can see a video of him where he had to be introduced to it. Once he figured it out, he LOVED to dig in it and poop and pee in it.
And he is a young male Syrian.

I also used my sandbox and a fun foraging box for a while I hid treats in it then the next day sifted through the sand to get rid of the old food
