I think taking the wheel out would probably just stress him out, just keep doing what you're doing so far, tempt him with those nice veg & maybe a few other healthy treats & he should gradually begin to get more interested.
Using a taming bin/playpen/bath with toys but no wheel might be a better alternative to taking his precious wheel out & trying to tame him in the cage.

Ghost puts up with a little light stroking on his back has taken a few bits of fresh veg from me but much more and he either hides behind his wheel or finds a hides spot and chatters at me which seems to be a warning of I've had enough of that Mister.

Hi Ghost!
It's me Blacky. We have been talking on insta but I've never properly introduced me here!
As you already know, I'm Blacky, the Black (now more Brownish) and Shy Spanish Syrian Hamster. I've heard that you're being shy and skittish too. Talking from the experience, you shouldn't! Our hoomans love us very much and they take good care of us so we should comfort them with a lot of cuddles!! I didn't do a great job because I suffered the shy black hamster disease, but you are clear like a ghost, so you shouldn't suffer that illness.
I hope your skittiness <--- if that even exists goes away!! I've heard that MR Rads is a very nice hooman. He deserves it!
I was friends with your sister from other mother Pippin, I loved her very much from the distance, and I wish we can be good friends too
I'll stay posted to your ghost files

I found Willow was more inclined to be held/picked up etc after she has been awake a while and had a run on her wheel.
You are doing fine with taming and reading Ghosts signals.

Evening good folk of HC,
Grabbed these of his Ghostship tonight, no flash all hand held...1/25-1/40th of a second
I swear he is getting more cuter and a little poser too...
Of this set my personal favourite is the second one
I was even allowed to stroke his nibs a little tonight before he scooted off
Though why did I pick a Hamster that is so pale, he is the most difficult to photograph due to such a lack of contrast and therefore detail too..... Ah well just have to think even more to get exposures right etc..

I love all 3 but the first pic made me giggle, it looks like he's been up to mischief and is trying to cover his face. He has such a cheeky mischievous and innocent face. I adore him,
