Its good that you already have a bigger wheel handy for when you need to upgrade. A hamster should be able to run comfortably, with their back straight and nose pointing forward. Once the back starts to arch or they are looking upwards when running, even slightly, get him into the bigger wheel. Have you tried him in the bigger wheel already, is that how you know he cant move it?
An 8" wheel is fine for a small Syrian So a 7.5" probably will be too - but she might still grow a bit more. I think a 6.5" silent spinner is far too small and she won't be able to run properly or comfortably in it. She might try but a bigger one would be much better. What 12" one do you have? I have seen videos of a robo running in a 12" Wobust wheel! So as long as the wheel spins easily she might enjoy running in a 12" wheel. If it's a 12" silent "spinner" it may be a bit stiff or overwhelming.
You could just get a 28cm (11") trixie wheel. They cost about £9 from Amazon and will be suitable for her at any age or size.

Is wheel he came with is only about 4.5inches !
so in going to try the 6.5 before I go and buy a new, bigger one, it's a 12inch Slavic roly wheel, my little hedgehog could move it when he was 170g so hammy should be able to soon, he just needs something temporarily

Yes the 12" Savic rolly might be a bit difficult to push I wouldn't give her the 6.5" one though it's too small. Not good for her. Ok for a few days until you get a replacement possibly, but it can cause them to develop back pain and spinal problems running in a wheel that's too small and they are curved in. Often the hammy will stop using the wheel and go a bit stir crazy if it's too small as well.
You could get the 8" or the 11" trixie wheel, but as she might grow a bit more it might be better to get the 11" one to save having to possibly upgrade it again. It's a very popular size/wheel for Syrians and isn't drastically expensive.
This is our baby Syrian at 6 and a half weeks and quite small, running in a 12" wheel It's the 12" Silent "runner" (not spinner). It's quite an expensive wheel at £25 but it's very good, spins very easily and is silent. It's also quite safe and sturdy. It's the only wheel I've ever had that hasn't broken or gone stiff so it's been a good investment. Either of those wheels would be good for your hammy You can fast forward the video to the wheel running bit It's only available at the sugarglider shop and an ebay seller I think. It seems to be out of stock at the moment at the sugarglider stock. This is the ebay seller (sugarglider person too) I got mine from - it costs a few pounds more there. But really the 28cm Trixie wheel is fine! Especially if it doesn't have to be completely silent.

Glad to hear he'll be getting a new wheel, a 6.5 in wheel is really pretty small for a Syrian. In fact, it's only just acceptable for a robo (who only reach a grand total of 2 in). Serendipity gave you some good advice on which wheels to go for. My personal favorite will always be the silent runner as it's super high quality, durable, and safe. However, just about any tough and large enough wheels are suitable
