You need to see a vet with him. Is the eye missing? It looks like the eye may have been ruptured or has been misplaced out the socket but something looks wrong with the eye area on that side.

It still needs a Vet's attention. It is not at all normal and could be many things from a Cancer tumor to an abscess from a bite from and insect, or even an infected wound from in his cage.

Did this lump just appear or has it been there awhile?

Ok, iv been in vet before couple days, and he said maybe its tumor, but no infection there, but if do surgery is very high risk in that area 50:50 to live or die, so i think they dont know really whats that , but hamster feels fine healthy , eating sleeping , spining wheel and disco ball, always happy, so maybe in time will disapear that lump, i hope is not tumor

Sometimes there are cases where the risk of surgery is too high and it's better to give them what time they have left. Personally though I would consider looking for a Vet that is more knowledgable regarding rodents and hamsters before making a decision.

I agree with Ruby, some vets are clueless when it comes to hamsters so try and guess what's wrong.
