you can over boil rice, really really over cook it then mush it down and it will become a bit sticky, probably enough to help moisten and stick down paper yet dry held together

after all you can use water to some extent as long as using something very absorbent like toilet paper or kitchen roll

Water + Toilet roll.
It's that simple, takes a whiles to dry but when it does it's solid.

you can also try wholemeal flour and water aswell. It wont decay and smell as bad as the rice and is also very safe for their digestion.

I didn't know you could use water and toilet roll. O_o

If you're going to make very small things I suppose you could use honey or somting? Don't know how it would affect paper but it's sticky.

Question.... I keep hearing toilet roll.... just to be sure.... is that talking about the paper on the roll or the roll itself? Sorry I'm dim... :/

The paper. The cardboard roll itself would be too thick to make mache.
