Thank you all for your input!
I will start to keep a log of whenever he/she is being noisy. What worries me the most is that the noise will stress out my 2 fluffs. I can always leave my apartment and go somewhere else, or put loud music in my headphones but they can't.
So far Browney has been asleep/hiding in his nest all weekend but Kiki keeps waking up. So far she doesn't seem annoyed but she is eating an awful lot.
I'm not sure how I would go on about knocking on their door as I'm awfully shy and would end up apologizing that I bothered him/her lol
But really, I can't imagine the law being much different on this one, either way I think I have been patient enough. In the end I just wanted to doublecheck with you guys and making sure it wasn't unreasonable to complain to the building manager about this.

I agree it's hard to go round when you don't know someone, but they might be fine - good to get to know neighbours.

If you're too shy to knock, try writing a note. Not a anonymous complaint (that will just be annoying and get ignored or make it worse) but a nice note explaining about the noise with your name and apartment number. Even explain you feel too shy to knock on the door but wanted to let them know. Give them an avenue to respond, either by knocking on your door or responding in a note also. It is second best but I do think it's worth giving them a chance. Once, anyway.

we'll see what I end up doing!
I will write down whenever he is being noisy and I will try to gather confidence to knock on his door.
Bringing cake would be a tad odd and if I write a note I would be terrified that he/she knocks on my door to confront me.
The idea was good though!

Everyone loves cake! LOL. If it gets you peace and quiet I wouldn't worry if it's odd or not!
I doubt a nice note would get a belligerent knock on your door, but I can't say for sure of course. Have you at least tried peeping through the curtains to see what they look like? Hey, I would.
