The base will work as well, you could probably leave it in the bin cage for a few days until Stripey gets totally comfortable with it. I was forced to remove the small cage for a few minutes to fix something on the second day, and my hamster totally panicked! It's just like how people are willing to go for walks outside their homes, but they don't expect their home to "disappear" all of a sudden. I replaced the small cage as soon as possible and she calmed back down. I left it there for a few days until she was totally "at home" with the entire bin cage before removing the small cage, and she was pretty fine with it then.
When you switch over his food, you can try to do it gradually (mix some of the old food in), so that his little digestion system doesn't become confused from totally foreign food. Hope you find some suitable supplies in the next town over, or online. You can also source around for safe sand for his sand bath! You can use some toilet paper as temporary bedding until you find something better.
