A brief search threw up a few threads I've linked at the end of this post so they may be a good starting point, the care for pairs of any ham species is pretty much the same so they should all help
The basics are fairly simple - a cage of approx 70cm by 40cm floorspare (or slightly more/less depending), two wheels, no shelves, scatter feed the food instead of using a bowl and make sure everything has two entrances and exits Doing all of that increases the chance of the pair staying together happily.

I think at least one of the threads discourages keeping pairs, I'd like to say now that I love keeping pairs/groups and strongly believe in giving russians and robos the chance to live socially if they're able to have it. Some of our hybrids (the most common "russian" dwarf hamsters) have been amazing in pairs and its been fantastic having them in pairs. Our current pair are great together and quite a few past pairs have been too

thank you so much! i'm pretty sure my two girls are campbells (or at least they definitely look like them.) and i think they may be from the same litter. i'm not exactly sure but i've been watching them and they tend to get along very well, no fighting over food, their wheel, or the water bottle. i hope soon to either make them a large bin cage or to get a much larger one so that they have a lot more space to run around since currently their cage is 39.3cm x 24.1cm x 38.7 which i'm sure is much too small i have a backup 10 gal aquarium in case they need to be separated and next month ill hopefully be turning a spare room into a pet room where they will have a TON of space to run and play and be out of the cage (in a safe playpen, they won't be allowed to run rampant, i'm too afraid to lose one.) and in the petsmart we bought them from they cuddled in the cage and were perfectly sweet on the ride home. they'll also have two of everything and i'm hoping to have a separate burrowing area since cake in particular spends a lot of her time digging, while fiona prefers her nest in their ferrett hammock. ill upload pictures of the cage soon but i know its not great. i'm working with what i have

If they're from a pet shop they're probably hybrids (if they look like campbells or winter whites but you don't know their family history they're virtually guaranteed to be hybrids to some degree or another). Theres nothing wrong with hybrids though, I have two at the moment and had four until a few weeks ago

I'm glad they seem to be getting along well so far, I hope they continue to do so. Good luck with the ideas for a new cage and I'm glad you have a backup aquarium incase they need separating
If you mean a separate burrowing area as in something attatched to the cage it may be a tad risky, but a burrowing area in the cage or just deeper substrate in the cage could be great - our hybrid girls have 6" of substrate and if we need to wake them its often a bit like a giant game of hide and seek figuring out where they've buried themselves this time lol

i've just taken out the shelf and hammock, i was quite worried fiona could get really territorial since she really loved the wooden house on the hammock (she also tore up some of the hammock fabric and mixed it in as nesting with the tissues she had) as soon as i put her down on the base level (i have about 3 inches of white carefresh ultra as substrate, its holding on to their tunnels perfectly.) and she went straight into the tunnel with cake which made me very happy when they didn't make any squealing noises or start fights with each other, and i imagine theyre now asleep under the substrate, it only makes me sad that i can't peek on fiona cuddled up in her house and have to wait until they come out. i also scattered a little bit of food around the cage and put in a two entrance way litter box, which i took the special litter that came with it out and put in some tissue in case either of them want to nest, its not like either of them used the spot for a litterbox anyways. i'm not too worried about either of them getting territorial over their wheel since they don't use it much anyways and more prefer climbing the sides of their mesh cage. i really can't wait to get them a new cage so i can actually put stuff in it without worrying about them being super cramped.

also could i get a "Midwest Interactive Guinea Habitat Plus" cage for these two? i'm worried they could fit through the bars. and also using fleece for bedding? i know you can use it with guinea pigs but id be worried about claws of my girl's feet getting hurt

It sounds like you're really trying to do whats best for your girls Sorry I didn't get back to you sooner - I had to sleep and stuff

The bar spacing on the cage is far too big, ideally you want 1cm bar spacing or less but you can always get a cage with bigger bars and cover the bars with mesh from a hardware store
Hamsters would probably chew through most fleece and try to dig in it, for hammocks it can work if you watch to make sure its not chewed, but for substrate its probably not a good choice I'm afraid.
