In my opinion. No.
It's too small for a nest and a hoard and a toilet area.
A removable roof is also more practical.

As an enrichment in addition to a bigger house. Yes.

I use the Ferplast guinea pig houses (hamster size is far too small). They're inexpensive and have a removable roof. I do cover the holes though when i use them for a dwarf hamster because my tiny dwarf Clarissa got her head stuck in a hole once. I paint the roof with plastikote to waterproof it and i like a bit of colour. They usually end up looking like this one with dwarf Edwina for size.

That house is ok as a toy but definitely not suitable for making a nest in.
If a suitable house isn’t available where you are you might be better off making one, you can use a cardboard box like a shoe box, cut the bottom out & use the lid as a removable roof, it would need replacing if it got peed on though but if it was that size you could put a litter tray with sand in inside.

I think the hedvig is okay From the description. I would use a saw and cut the hole into an archway to make it bigger - sanding it so it’s very smooth.

A fully grown dwarf hamster with full pouches can be up to 5 cm wide. If the entrances to the house are too narrow, the hamster has to squeeze in. This can cause the tips of grains to scratch or pierce inside the pouches.

They will partly close them up with bedding to make the inside really cosy once they are inside
